Subscribe马 华 雪 州 青 年 组 织 的 设 立， 始 于 五 十 年 代 初 期， 当 时 国 内 局 势 动 荡 不 安， 由 于 华 人 对 马 华 公 会 的 支 持 并 不 十 分 热 烈， 缺 乏 政 治 力 量 作 为 后 盾， 使 到 马 华 公 会 在 争 取 权 力 益 方 面 每 每 力 不 从 心， 因 此 华 社 的 处 境 有 如 风 中 蜡 烛。
五 十 年 代 未 期， 随 着 各 州 纷 纷 成 立 马 青 分 团 的 热 潮， 雪 州 马 青 分 团 也 诞 生 了， 那 时 吉 隆 坡 尚 是 属 于 雪 兰 莪 的 地 区， 州 分 团 与 马 华 总 部 同 在 这 个 心 脏 区 域 内， 故 时 常 配 合 母 体 针 对 华 社 的 种 种 问 题， 取 得 有 效 的 解 决 方 案。
紧 急 状 态 颁 布 之 后， 市 区 外 的 村 落 居 民 都 被 令 迁 移 到 固 定 的 新 村 里 去。 许 多 贫 穷 人 家 要 在 一 片 荒 芜 的 新 村 内 重 建 自 己 的 家 园， 谈 何 容 易 ！ 马 华 公 会 除 尽 力 支 援 材 料 供 应 之 外， 马 青 分 团 也 动 员 给 予 人 力 方 面 的 协 助。
我 国 独 立 初 期， 政 府 放 宽 申 请 公 民 权 的 繁 琐， 雪 州 马 青 分 团 在 母 体 的 指 示 下 出 动 庞 大 工 作 队， 极 力 请 华 人 不 要 错 失 此 良 机。 此 外， 还 提 供 交 通 及 其 他 方 面 的 方 便， 结 果 成 功 使 数 万 名 华 人 申 请 到 公 民 权。
虽 在 国 家 独 立 后， 不 少 在 紧 急 状 态 时 期 被 扣 留 的 村 民， 未 获 得 释 放， 雪 州 马 华、 马 青 配 合 受 难 家 属 向 政 府 提 出 交 涉 和 申 诉， 据 理 力 争 之 下， 村 民 获 得 释 放。 马 青 雪 州 分 团 也 曾 协 助 政 府 招 募 华 裔 青 年 参 加 军 警 部 队， 如 联 邦 军 团、 后 备 军 团、 联 邦 装 甲 车 部 队、 警 官 及 警 员 等。
七 十 年 代 未 期， 马 青 雪 州 分 团 与 母 体 联 合 促 请 政 府 检 讨 一 九 四 八 年 煽 动 法 令， 确 保 没 有 任 何 种 族 可 妄 指 在 国 内 定 居 的 其 他 人 民 为 外 来 移 民， 以 免 使 极 端 种 族 主 义 的 危 害 进 一 步 恶 化。
雪 隆 分 隔 之 后， 造 成 许 多 宝 贵 挡 案 资 料 因 搬 迁 问 题 而 分 散 或 遗 失。 近 年 来 的 活 动， 有 如： 华 小 高 职 事 件、 三 M 课 程 及 4A 2C 方 案 等， 雪 州 马 青 分 团 都 非 常 积 极 参 与 制 衡 的 斗 争 工 作。 在 组 织 探 访 旅 台 大 马 同 学 之 行， 州 分 团 带 给 他 们 我 国 最 新 的 发 展 消 息 及 局 势 进 展 情 况。
配 合 党 团 举 办 的 多 项 大 型 计 划 与 活 动 方 面， 马 青 雪 州 分 团 对 大 鹏 展 翅 传 薪 火、 青 年 建 国 之 路、 扩 展 拉 曼 学 院 计 划、 浮 罗 交 怡 计 划、 振 兴 教 育 铁 马 行、 全 国 华 青 反 毒 运 动 等， 都 有 不 落 人 后 的 优 越 表 现。 作 为 雪 州 境 内 的 华 裔 青 年 政 治 团 体， 马 青 雪 州 分 团 经 常 负 起 前 哨 站 的 守 望 责 任。 解 决 民 困 民 瘼 的 问 题， 主 要 基 于 能 先 知 先 觉 而 防 于 未 然。 经 常 拜 会 各 政 府 部 门 首 长 及 州 务 大 臣， 不 懈 地 反 映 华 社 所 面 对 的 问 题 及 表 达 他 们 的 心 声， 是 有 效 的 防 卫 方 法。
除 此 之 外， 马 青 雪 州 分 团 也 非 常 关 注 社 会 青 少 年 的 闲 荡 问 题， 积 极 要 求 有 关 部 门 取 缔 危 害 青 少 年 的 非 法 游 戏 中 心， 避 免 增 加 他 们 的 闲 荡 机 会 和 习 惯。

在 展 望 未 来 与 发 挥 正 确 的 政 治 理 念 的 策 划 下， 马 青 雪 州 分 团 成 立 了 一 个 以 拿 督 庄 祷 融 为 首 的 小 组，于 1995 年 10 月 31 日， 主 办 一 项 三 天 两 夜 的 脑 力 激 荡 营。 在 游 艇 上 经 大 家 的 激 辩 和 探 讨 后， 拟 定 了 一 套 <1031> 以 及 六 大 计 划 纲 领， 作 为 州 分 团 团 员 今 后 的 行 动 方 针。

六 大 计 划 纲 领 内 容：
1. 着 重 自 我 提 升， 鞭 策 已 身， 强 化 党 员 素 质 的 工 作；
2. 确 保 雪 州 境 内 的 子 民 全 面 参 与 政 府 的 计 划 与 决 策；
3. 争 取 青 年 的 参 与 权 利；
4. 办 连 贯 性 的 活 动， 强 化 各 支、 区、 州 分 团 单 位 的 联 系；
5. 积 极 参 与 浮 罗 交 怡 计 划 及 举 办 马 青 团 大 专 生 下 乡 服 务 活 动；
6. 大 型 嘉 年 华 会 列 为 分 团 常 年 活 动。
< 五 点 伐 念， 一 个 理 想 >
在 迈 入 新 世 纪 的 当 儿， 马 青 雪 州 分 团 跨 世 纪 团 队 更 以 < 五 点 伐 念, 一 个 理 想 > 把 团 务 带 往 新 的 里 程 碑。
1. 在 参 政 议 政 的 工 作 重 点 上， 分 团 分 别 推 动 雪 州 议 会、 反 贪 污 局、 公 共 投 诉 局、 雪 州 总 警 察 及 两 次 会 见 州 务 大 臣 的 拜 访。1999 至 2002 年 累 积 下 来 的 工 作 项 目， 涉 及 将 近 四 十 项 以 上 的 时 事 课 题。 同 时 分 团 在 九 一 一 事 件 上， 更 结 集 雪 州 各 华 青 团 体， 发 表 联 合 表 明。
2. 在 经 济 服 务 的 工 作 重 点 上， 分 团 举 办 了 东 协 自 由 贸 易 区 研 讨 会， 加 快 华 青 的 脚 步, 迎 接 无 疆 界 的 经 济 世 界。
3. 以 掌 握 资 讯 为 工 作 重 点 上， 分 团 不 断 进 步。 拜 访 学 习 活 动， 如 UNITAR 虚 拟 大 学 和 IRIS 等 高 科 技 组 织， 让 华 青 拥 有 更 宽 广 的 资 讯 视 野。 同 时 在 2001 年 分 团 代 表 大 会 上 也 开 始 了 马 青 史 上， 首 度 活 用 多 媒 体 科 技 呈 献 团 务 报 告。
4. 以 马 青 运 动 为 工 作 重 点 上， 积 极 开 拓 党 团 与 华 青 及 大 专 生 对 话 的 空 间。 由 于 关 心 华 青 的 成 长 契 机， 分 团 深 入 草 根， 协 助 华 青 参 与 国 立 技 职 训 练 学 院、 协 助 中 六 生 升 学 问 题、 推 介 雪 州 工 艺 大 学 等 工 作。 其 中 向 摇 头 丸 说 不 的 宣 战 运 动 ， 巡 回 到 全 雪 州 各 县 召 开 九 场 讲 座， 远 远 超 过 一 万 人 参 与 此 活 动， 雪 州 州 务 大 臣 也 亲 身 加 入 开 跑 中。 为 了 加 强 华 青 团 体 能 够 继 续 保 持 联 系， 分 团 持 续 推 动 雪 州 华 裔 青 年 组 织 协 调 理 事 会 的 沟 通 机 制。 在 大 专 生 文 化 运 动 上， 分 团 三 年 来， 更 是 拨 出 超 过 三 万 零 吉 的 款 项， 协 助 大 学 与 国 中 华 文 学 会 活 动 的 推 动。
5. 以 组 织 建 设 为 工 作 重 点 上， 在 全 体 团 员 积 极 的 耕 耘 下， 2002 年 内 分 团 属 辖 的 支 会 就 增 加 至 660 个。 同 时， 分 团 合 格 团 员 的 总 额 也 提 升 到 76440 位。
五 点 伐 念 的 实 践， 确 实 坚 定 了 我 们 的 信 心， 同 时 也 提 醒 我 们 应 该 继 续 谦 卑 学 习， 以 致 分 团 持 续 享 有 高 效 率 的 工 作 表 现， 嬴 取 华 青 永 续 的 支 持。

MCA Youth Selangor Historical Background
MCA Youth Selangor was formed in the early 50s at a time of political uncertainties in the country. The Chinese community was then generally less enthusiastic towards MCA. Without a strong political backing, MCA could not do much to champion the rights of the Chinese and the community was in a precarious situation.
During the late 50s, the fervour to set up MCA Youth in the various state also saw the birth of MCA Youth Selangor. Kuala Lumpur was then still a part of the state of Selangor. Being a political set up born in this strategic location, MCA Youth Selangor had worked closely with the Party's central leadership in resolving various issues facing the Chinese community.
After the declaration of emergency , many Chinese residents in rural areas were resettled in new villages. But many impoverished Chinese families could not afford to rebuild their home in such new villages, which were mostly located at desolate and uninhabited land. MCA extended a helping hand to these new villagers by providing the necessary building materials to them while MCA Youth provided the labor.
Shortly after the country gained her independence, the government relaxed the conditions for application of citizenship. As directed by the Central Party leadership, MCA Youth mobilized its members to urge Chinese residents to take advantage of the opportunity and apply for citizenship. It even made available transportation and other facilities to enable them to travel to town to apply for citizenship. As a result, thousands of Chinese became citizens.
Although the country had gained independence, many Chinese residents detained during the Emergency on suspicion of involvement in communist activities remained in custody. They gained their freedom after intervention and representation by MCA Selangor and MCA Youth Selangor and the appeals by families of the detainees.
In addition, MCA Youth Selangor also actively assisted the government in recruiting Chinese youths to join the armed and police forces, such as the Federal Armed Forces, the Reserve Force, the Federal Armoured Corps, police officers and policemen.
In the late 70s, MCA Youth Selangor and the Party Leadership jointly urged the government to review the Sedition Act, 1948 to ensure that no other ethnic group may refer the Chinese citizens in the country as immigrants so as to check the increasing racial extremism in the country.
After Kuala Lumpur became a Federal Territory, MCA Youth Selangor continued to champion and voice its views on matters affecting the Chinese community and effectively playing a check and balance role. These included the issue of appointment of senior officers in Chinese primary schools and the controversy over 3M and 4A 2C.
As the youth wing of the party, MCA Youth Selangor has been organizing various large-scale activities and programs for the benefit of its members and the Chinese community. These included a campaign to promote and preserve Chinese culture and tradition, promotion of youth participation in nation-building, fund-raising for the expansion of TAR College, the education-based Langkawi Project, education promotion campaigns, anti-drug abuse drive and so on.
As a political body for the Chinese youths in Selangor, MCA Youth Selangor always takes upon itself the task in helping to resolve the problems faced by the people. It plays a proactive role by paying regular courtesy calls to departmental heads and the Menteri Besar of Selangor to convey the voice and feed-back of the man-in-the street as an effective channel to forestall problems.
In addition, MCA Youth Selangor is very concerned with the loitering culture among teenagers and strongly urges the authorities to crackdown on illegal video arcades where youngsters frequently patronize.
The 1031 Navigation Declaration
To chart its future course and to formulate proper political concept, MCA Youth Selangor formed a subcommittee headed by Y.B. Dato' Ch'ng Toh Eng on October 31, 1995 to organize a 3-day 2 night brain-storming camp on a cruise ship. After spirited debates and deliberations participants of the brainstorming camp formulated the so-called The October 31 Navigation Declaration and The 6 Major Projects Framework, as the future action plan for MCA Youth Selangor.
The contents of the October 31 Navigation Declaration calls for the:

Revitalization of the political concept of MCA Youth to realize its objectives;

Enhancement of the movement's image and the prestige of MCA Youth;
*
Intensification of training programes to uplift the qualify of MCA Youth members;
*
Provision of leadership to Chinese youths to construct a progressive nation; and
*
Creation of a Malaysian society and the promotion of democracy.
Framework of The 6 Major Projects aims:
1. To emphasize on self-improvement, self discipline and to enhance the quality of party members;
2. To ensure full participation of government's projects and decision-making by residents in the State of Selangor;
3. To champion for the rights of participation for youths;
4. To organize activities which link and strengthen the rapport among the various branches, divisions and the State MCA Youth;
5. To actively participate in the Langkawi Project and organize university and college students to engage involve social work in the countryside; and
6. To organize large-scale carnivals as part of the activities of MCA Youth Selangor .
5 – Point Working Concept and One Vision
As we enter into the new millennium, MCA Youth Selangor has put forward the 5 - Point Concept and One Vision for further growth and development.
The 5 - Point Working Concepts comprises the following areas:
1.
Active political participation and deliberations. This included several meetings between the Selangor State Legislative Assembly, the Anti-Corruption Agency, the Public Complaints Bureau, the Chief Inspector of Police of Selangor, and Menteri Besar. Of the works carried forward between 1999-2002, almost 40 cases involve topical issues. MCA Youth Selangor also issued a joint statement with the various youth organizations of Chinese Guilds and Association on the aftermath of the September 11 incident;
2.
Provision of economic services. Among others, this included a seminar on the ASEAN Free Trade Area to encourage Chinese youths to keep abreast with the economic development in a borderless world.
3.
Promotion of IT. In this respect, MCA Youth Selangor has conducted study tours and visits, including visits to high tech institutions such as UNITAR Virtual University and IRIS , to broaden the knowledge of Chinese youths in the IT field. MCA Youth Selangor also presented for the first time in the history of MCA Youth, its annual report by using multimedia technology at the 2001 Annual General Meeting MCA Youth Selangor ;

Active promotion of dialogue with university students. To demonstrate its concern for the welfare of Chinese youths, MCA Selangor Youth goes down to the grass root to assist Chinese youth on various issues. These included encouraging them to enrol in government technical and vocational institutes; assisting students to gain places in Form Six; and promoting the Selangor Industry University. During its campaign against the use of ecstasy pills, MCA Youth Selangor organized a total of nine seminars at the various districts of Selangor, attracting the participation of over 10,000 people, including the Menteri Besar of Selangor. To encourage and strengthen the ties among Chinese youth organizations, MCA Youth Selangor acts as the moving force behind the communications mechanism of the Selangor Chinese Youth Co-ordination Council. In the promotion of cultural activities among university and college students, MCA Youth Selangor has over the past three years allocated over RM30,000 to finance the activities of Chinese Language Societies in universities and national schools.
5.
Active expansion of organizational set-up. As a result of the concerted efforts of all members, the number of branches under the purview of MCA Youth Selangor has increased to 660 consisting of some 76,440 members in the year 2002.
The implementation of the 5 - Point Working Concept has further fortified the confidence and determination of MCA Youth Selangor . It has also reminded that we should continue to work and learn with modesty to ensure consistently efficient performance and the sustained support from Chinese youths.
